Tian Lun Gas Launches a Special Action to Investigate Potential Safety Hazards

At about 6:40 p.m. on June 13, a gas explosion occurred at a pedlars' market in Yanhu Community, Zhangwan District, Shiyan, Hubei Province, causing heavy casualties. After the accident, the CPC Central Committee and the State Council made important instructions, requiring "to draw inferences about other cases from one instance and ensure the fulfillment of responsibilities" and "to comprehensively investigate all kinds of potential safety hazards and effectively protect people's lives and property".

 

Carrying out "Work Safety Month" activities

Tian Lun Gas is responsible for ensuring people's livelihood and always strictly enforces safety management. On May 27, Tian Lun Gas Group ("TLG") organized the "Work Safety Month" activity kick-off meeting in 2021 and made arrangements in advance at the beginning of "Safety Month" to further strengthen work safety awareness and ensure the fulfillment of safety responsibilities at all levels. According to the deployment, each unit of the group has carried out comprehensive investigation and management of potential hazards throughout the production and operation processes involving the engineering, plants and stations, pipe network, customers, fire protection and transportation, and has carried out emergency drills to ensure the safe operation of gas facilities in the operating area.

 

Holding an emergency conference of the Work Safety Commission

On the afternoon of the gas explosion accident in Shiyan, the Work Safety Commission of TLG responded quickly and held an emergency teleconference, requesting all companies to learn from the accident and immediately carry out pipeline inspection, leak detection and indoor safety inspection in crowded places such as farmers' markets and commercial complexes.

 

On June 14, TLG participated in the national video conference on safety precautions and the special work conference on the investigation and rectification of potential gas safety hazards in Henan Province held jointly by the Office of the Work Safety Commission of the State Council and the Ministry of Emergency Management.

 

On the morning of June 15, the Work Safety Commission of TLG held an on-site work meeting to convey the spirit of the meetings of the CPC Central Committee, the State Council, the Department of Emergency Management and provincial governments and arranged and deployed the group's work safety work, requiring all companies to unify their thoughts and actions, stick to the "lifeline" of work safety, comprehensively check all pipelines, customers, plants and stations, highlight key points and emergency actions, immediately investigate crowded places, old communities, gas pipelines and ancillary facilities that have been put into operation for more than 15 years, and carry out special management on structures/buildings and illegal construction of gas pipelines. Besides, the emergency resources and emergency rescue ability have been checked to ensure a timely and effective response to emergencies.

 

Quickly carrying out special investigation and rectification of potential safety hazards

From June 13 to 15, each member company of TLG organized efforts to take immediate action. The group headquarters conducted on-site supervision in sections. In total, it inspected more than 7,000 kilometers of gas pipelines and conducted safety inspections on more than 5,000 commercial customers in crowded places and more than 10,000 gas customers in old communities and rural areas.

 

The member companies in the company organization area in Hebi carried out a systematic investigation. By June 16, a total of more than 4,738 household customers, 20 large commercial complexes, the 520-km municipal pipe network and other key public gas facilities in the area had been inspected. The companies in Puyang issued 974 rectification notices, and the illegal acts of more than 200 customers were rectified on the site. The companies in Shijiazhuang carried out on-site inspection of the projects under construction and conducted safety education and publicity in crowded places such as large supermarkets and plazas.

The companies in Xuchang attached great importance to it and immediately made a comprehensive investigation of all kinds of customers, pipe networks, plants and stations. By June 16, an emergency drill had been organized, safety inspection had been conducted on 145 industrial and commercial customers and 2,182 household customers, 1,497 kilometers of pipeline network had been inspected, and centralized safety publicity had been carried out five times.

The companies in Shangjie conducted a comprehensive investigation of the 228-km municipal pipe network within its business scope, carried out the inspection of 510 public welfare and industrial and commercial customers, shut down the disabled customers, and eliminated the existing hazards on the spot. These companies organized safety publicity jointly with the local urban management bureau, broadcast safety education videos and distributed more than 300 safety leaflets.

The companies in Baiyin organized their employees to learn about the post safety responsibility system, carried out accident case analysis, and strengthened the inspection of gas facilities and premises. So far, more than 400 kilometers of pipelines have been inspected, gas safety publicity and household safety inspection have been carried out for various customers in subdistricts and communities, and more than 1,000 publicity materials have been distributed.

The companies in Dongkou carried out the on-foot safety inspection for the municipal pipe network and ancillary facilities in the area, strictly inspected such facilities as reserve stations and gas filling stations and safety accessories, and made a ledger of potential hazards, and carried out rectification at different levels. So far, 59 kilometers of pipelines have been inspected, safety inspections have been carried out on 223 households, and the opening inspection has been conducted for 123 valve wells in the urban area.

By June 16, the companies in Shandong had investigated 27 commercial complexes, 19 schools, 3 hospitals, 25 industrial customers and 618 commercial customers. They used a methane laser telemeter to inspect the 90-km municipal medium-pressure pipeline. By posting safety risk notices in the pressure regulating cabinets and boxes, the companies in the region organized gas safety publicity and distributed more than 500 gas safety manuals.

The companies in Yunnan immediately launched the investigation of potential safety hazards, distributed safety publicity materials to the masses and explained the general knowledge about gas safety. They conducted a comprehensive inspection of 112.4 kilometers of medium-pressure pipelines and courtyard pipelines, and inspected 149 valve wells and 266 pressure regulating boxes.

The companies in Jintang conducted an emergency investigation in 20 key crowded places such as schools, kindergartens, nursing homes and restaurants, investigated 112 medium and low-pressure valve wells, 309 pressure regulating cabinets (boxes) and 180 kilometers of high-pressure/medium-pressure/low-pressure pipe network, posted more than 60 safety tips and distributed more than 1,000 copies of publicity materials, and immediately eliminated the hazards identified.

The companies in the northeastern region investigated and rectified 28 large-scale crowded places and industrial customers on site, conducted safety inspections on key parts such as plants and stations, 1,200 household customers, 470 industrial and commercial customers and 245 kilometers of gas pipelines in the region, conducted safety publicity for customers in the communities, and distributed 800 leaflets. The companies in Panshi publicized the general knowledge of gas use safety at the training session of nursing homes in the city.

The companies in Huda carried out on-site inspection on all industrial and commercial customers, crowded places, plants and stations, valve wells, and pressure regulating cabinets. So far, they have completed the inspection of about 60 kilometers of pipelines in urban areas, 55 communities, 8 boiler houses and 3 crowded places.

The Coal-to-Gas Division urgently issued the Emergency Notice of Ensuring the Work Safety and the Emergency Notice of Always Being Vigilant, Being Prepared for Danger in Times of Safety and Earnestly Strengthening Safety Management. Baofeng Company, Hebi Yutian Company, Huaibin Company, Lushan Company, Luoning Company, Minquan Company, Songxian Company, Taiqian Yutian Company, Weishi Company, Wugang Company, Xichuan Company and Xinye Yutian Company all responded quickly, identified the potential hazards by analogy, publicized the knowledge of safe use of gas for households in villages according to the characteristics of rural coal-to-gas customers, and inspected various customers, pipe networks, pressure regulating boxes and valve wells to ensure the safety of gas use for rural residents.

Suzhou Pipe Network Company quickly organized the investigation and management of potential gas safety hazards. On the afternoon of June 14, it conducted a special inspection on the high-speed railway construction site of power plant gas transmission pipelines (third party). On June 15, it held a special safety meeting on learning the lessons from the "June 13 gas explosion accident in Shiyan, Hubei Province" and organized the 2021 anti-terrorism and fire emergency drill.
