From June 13 to 16, the 18th Asian Clean Energy Forum (ACEF) themed "Move Towards a Carbon Neutral Future Through Clean Energy Solutions" was held at the headquarters of the Asian Development Bank (ADB) in Manila, Philippines. The forum, hosted by ADB, gathered clean energy practitioners from across Asia. Wu Lin from the Foreign Economic Affairs Office of Department of Finance of Henan Province, Zhou Liujie from the ADB Program Office of ZYIG, and Liu Fenglin, Deputy General Manager of Tian Lun Gas and YTNE among others were invited to attend the event.
At the forum, Liu Fenglin gave a keynote speech titled "Construct a Green Energy and Biomass Multielement Energy Development System on the Basis of Coal-to-Gas Conversion to Drive a Rural Energy Revolution and Support Rural Revitalization". He detailed the background and implementation of Henan Cleaner Fuel Switch Investment Program. With the support of the special ADB loan, Tian Lun Gas, as a carrier to implement a green energy-based dual carbon strategy, joined hands with ZYIG to establish YTNE, an exclusive investment platform of the fund for gas penetration in rural areas, to steadily advance the coal-to-gas project in towns and villages. As a result, the rural supply structure of energy has been effectively optimized, and significant value and social impact have been generated in the coordination of economic development and environmental protection, the improvement of well-being, sense of gains and living standards of rural residents, the enhancement of awareness of gender equality and women's living conditions in rural areas, and the reform and innovation of the energy supply system. He emphasized that under the guidance of the national policies on rural revitalization and "dual carbon", YTNE constantly accelerated the construction of a multielement energy development system including green energy and biomass gas. By adhering to the principle of establishing the new before dismantling the old and pushing forward energy conversion steadily and orderly, a low-carbon and zero-carbon energy supply system centered on green electricity, cleaner gas and the utilization of renewable energy resources has been formed. This system can fully bring out the economic, efficient and sustainable properties of renewable energy resources, and help make the new power system safe and reliable, economical and feasible, green and low-carbon, thus driving a rural energy revolution and supporting rural revitalization.
Tian Lun Gas actively responds to national and Henan Province's development strategies through YTNE. It advanced the "Gas Penetration in Rural Areas" Program to provide agriculture and rural areas with clean, convenient, stable, and cost-effective natural gas supply service; and carried out a distributed biogas and photovoltaic energy complementation program that takes organic wastes such as crop straw and livestock excrements as raw materials to shape an all-dimensional ecological industry chain service circle that suits Henan Province's conditions, comprehensively improving the quality of rural energy use and ensuring food security. These efforts have played a positive role in meeting the energy needs of rural areas, improving the efficiency of straw and feces treatment, improving soil quality, reducing the input of chemical fertilizers, increasing non-agricultural income for farmers, and enhancing the quality of life for farmers.
So far, Tian Lun Gas has served 2 million rural natural gas customers and laid more than 30,000 kilometers of natural gas pipelines throughout Henan Province. Its distributed photovoltaic business relies on the advantages of localized operation and maintenance teams. By setting up over 200 self-owned service outlets and combining natural gas power generation with PV power generation, the electricity cost is reduced for the general public. The biogas program in Shangshui County uses simply dry yellow corn straw as the raw material, breaks through the technical bottlenecks of low gas production rate and unstable gas production during the industrial fermentation process of yellow corn straw. The process adopted is mature, stable, and internationally advanced. In the second half of the year, the entire plant's technological processes will be completed, commissioned, accepted, and put into operation, enhancing the autonomous guarantee of energy for the Gas Penetration in Rural Areas Program and laying a foundation for the formation of a natural gas production, supply, storage and marketing system.
ACEF, as a forum for clean energy practitioners to get together to study clean energy solutions and how to build a prosperous, inclusive, resilient and sustainable Asia-Pacific region, has been held for 18 sessions. It aims to clear the obstacles hindering the development of clean energy, support the enhancement of energy security, and create favorable conditions for private enterprises to participate in the development of clean energy. YTNE will strengthen cooperation with international financial institutions like ADB, research institutes, and tech firms in the future, to construct a new rural energy model.
