Recently, the Ministry of Housing and Urban-Rural Development has further summarized the practices of various regions in advancing the renewal and renovation of urban aging gas pipelines and compiled the List of Replicable Policy Mechanisms for Renewal and renovation of Urban Aging Gas Pipelines (Second Batch), which was distributed to provinces and municipalities for reference. Among them, the funding model for renewal and transformation of indoor gas facilities promoted and implemented by Baiyin Tian Lun Gas under the guidance and support of Baiyin Municipal and District Governments in Gansu Province was selected as a typical case.

In April 2023, Xuchang Tian Lun Gas’s "rent-instead-of-build" model for installing pipeline gas in new commercial customers was included in the first batch of Replicable Cases for Optimizing the Business Environment in Water and Gas Access released by the Henan Provincial Department of Housing and Urban-Rural Development. This model effectively increased the enthusiasm and installation efficiency of non-residential bottled LPG customers' “bottle-to-pipeline” replacements.
On November 1 of this year, the list published by the Ministry of Housing and Urban-Rural Development further recognized Baiyin Tian Lun Gas for its innovative practices and outstanding achievements in "implementing the financial responsibilities of specialized operators and establishing a reasonable cost-sharing mechanism."
In 2023, the Baiyin District government of Baiyin City listed gas pipeline aging renovation as a key task. Baiyin Tian Lun Gas actively implemented the relevant requirements, thoroughly inspected aging gas facilities, identified needs, and carried out extensive renewal to outdoor aging gas pipelines and upgrades to indoor gas facilities.
Under the guidance of the Baiyin District government, Baiyin Tian Lun Gas promoted the implementation of a funding model for renewing and renovating indoor gas facilities based on the principles of “government leadership, enterprise participation, and resident sharing,” with the government covering 50%, the enterprise 30%, and residents 20%. This model integrated the regulatory responsibilities of the government, operational responsibilities of the gas company, and customer responsibilities of residents, laying a solid foundation for the successful implementation of the project.
Tian Lun Gas Pipeline Renovation Initiative Builds a “Safety Net” for Residents
In this renovation project, the outdoor gas pipeline renewal mainly involved replacing the long-used underground pipelines in front of buildings with overhead pipeline systems and changing the indoor gas vertical pipelines to outdoor vertical pipelines, effectively avoiding the gathering of gas from leaks and reducing safety hazards. The indoor gas equipment upgrade mainly involved adding alarms, cut-off valves, remote transmission devices, self-closing valves, and metal corrugated pipes for residents, as well as replacing gas meters with IoT-enabled ones. This set of “meter-alarm linkage” equipment can issue warnings and automatically cut off the gas in the event of leaks and upload alarm information to the Baiyin Tian Lun Gas' smart operation platform, allowing for early detection and resolution of gas hazards through the “smart brain.” As of now, the pipeline renovation project by Baiyin Tian Lun Gas has been completed for over 100,000 households, covering 172 communities in Baiyin District.
Residents in Baiyin District have expressed, “You have replaced the old pipelines and valves, which makes me feel much safer!” “With the new alarms, cut-off valves, self-closing valves, metal corrugated tubes, and other gas facilities installed, the outdoor old pipelines are renewed, adding another layer of safety.” “The IoT meter displays real-time gas balance, and I can recharge directly from my phone, making my family feel much safer with the elderly living alone.”
