On May 8, "Rural Revitalization and agricultural brand building forum" was held in China financial information center in Shanghai. Liu Min, vice president of Tian Lun Group and general manager of Tian Lun Gas, shared the experience of Tian Lun Gas in helping the "gasification village" project and promoting the construction of rural energy system.
Liu Min introduced that Tian Lun Gas was born under the background of West to East Gas Transmission in 2002. It went all the way from Henan to the whole country and was listed on the main board of the Hong Kong Stock Exchange in 2010. As a construction and operation service provider engaged in the gas industry for nearly 20 years, Tian Lun Gas currently provides gas services to 16 provinces and 67 cities in China, and has 51 gas stations, 6 long-distance pipelines under construction and operation and 1 LNG plant.

Turning to why Tian Lun Gas joined the "gasification village" project, Liu Min said that the construction of rural gas is not only what the country wants, but also what the people need. First, affected by the policy, the relevant national documents clearly proposed to strengthen the construction of rural public infrastructure, including gas, and strive to promote coverage to villages and extension to households; Second, people’s livelihood needs. At present, China’s urbanization rate is less than 60%, which means that about 600 million residents in vast villages still do not use natural gas.
Liu Min believes that rural gas construction can create advantageous conditions for attracting investment in townships. Compared with coal, natural gas has the advantages of clean and environmental protection, high calorific value and stable supply. It can meet the large gas consumption needs of enterprises such as agricultural product processing, aquaculture and manufacturing. Ventilation has become one of the key factors for enterprises to land in the county. Therefore, gas construction can provide sufficient power for the development of township industry. It is reported that "gasification village" has been planned as an important strategic project of Tian Lun Gas in the next decade.
Although it has been invested in rural gas construction for many years, there are still some difficulties in promoting the process of "gasification village". In this regard, Liu Min said that compared with urban connection, rural gas construction is more difficult and costly, and the capital recovery cycle is longer. Enterprises need to have strong financial strength and professional strength. This requires that enterprises not only have the original intention of serving the people’s livelihood, but also have the ability to "deal with large investment and long recovery cycle".
At present, Tian Lun Gas has actively promoted the "gasification village" project by means of "financing enterprise cooperation + exemption of initial installation fee" in Henan and Gansu province. Liu Min stressed that the development mode of "financial enterprise cooperation" has realized the effect of complementary advantages and strong combination between the two sides, solved the phased difficulties of local government funds and people’s consumption power, and promoted the "gasification village" project faster.
