·Revitalizing Rural Areas and Promoting Low-carbon Transformation of Tian Lun Gas
As the first public utility listed enterprise in Henan to enter the gas market, Tian Lun Gas has made progress in both urban and rural markets in terms of its gas business after 20 years of development and is continuously expanding its business. At present, it has a strategic layout in 16 provinces such as Henan, Hebei, Jilin, Shandong, and Shaanxi.
Zhang Daoyuan pointed out that the three-year development strategic plan and objectives for the year 2022~2024 formulated by Tian Lun Gas mentioned that while focusing on the high-quality development of the main business of urban gas, efforts should also be made to further expand and innovate in the low-carbon energy business, aiming to become a first-class green and low-carbon energy supplier and service provider in China.
The year 2022 marks the inaugural year of the implementation of Tian Lun Gas's new development strategy. Judging from the actions of Tian Lun Gas over the past year, the new strategy has begun to be implemented.
On January 21, 2022, Tian Lun Gas released a statement announcing that it had signed a strategic cooperation agreement with PowerChina Henan Electric Power Survey & Design Institute Co., Ltd. Both parties will engage in in-depth cooperation in fields such as new energy, low-carbon industry, and regional integrated energy.
On May 25, 2022, Tian Lun Gas reached a cooperation agreement with SPIC Henan Pingdong Power Generation Co., Ltd. The two parties will provide funds and establish a joint venture to jointly develop household PV power station programs, fully explore the customer resources in Pingdingshan and Xuchang, provide more end customers with a variety of smart energy services, and promote rural revitalization and the implementation of the "dual carbon" goals.
In May of the same year, Tian Lun Gas pioneered the "gas-electricity coordination" model, which was implemented in multiple regions such as Hebi, Xuchang, Pingdingshan, and Shangcheng, and achieved grid-connected power generation. It has realized an entire process of photovoltaic program development, construction, filing, and grid connection, marking a significant step for Tian Lun Gas to enter the photovoltaic field and laying a solid foundation for promoting the development model of Tian Lun's green and low-carbon energy business.
The "gas-electricity coordination" model combines the benefits of photovoltaic power generation with the gas business. Tian Lun Gas has leased the rooftops of customers and invested in the construction of distributed rooftop PV system for power generation. In the future, according to customer needs, Tian Lun Gas will pay roof rental fees to customers as a substitution for the expenses incurred by products and services such as gas fees, household gas appliances, smart home appliances, modification and maintenance, etc., so as to provide customers with more "gas-electricity coordination" services and maximize customers' benefits. By integrating the energy use of rural residents through this model, the convenience of clean energy use for rural customers can be enhanced, and the development of renewable energy in rural areas can be promoted, contributing to rural revitalization.
In addition, in 2022, the YTNE biomass natural gas program jointly carried out by Tian Lun Gas and Zhongyuan Yuzi Investment Holding Group achieved the first straw harvesting and storage. The special fund of RMB 450 million from China Minsheng Bank was in place, accelerating the program's construction and operation.
In December of the same year, thanks to its performance in brand influence, customer satisfaction, development potential, etc. in the energy field, Tian Lun Gas ranked 72nd and 20th in the lists of 2022 Top 100 Henan Enterprises and 2022 Top 100 Henan Service Enterprises released by Henan Enterprise Confederation and Henan Entrepreneurs Association.
Zhang Daoyuan stated that in the past three years, Tian Lun Gas has cooperated with SOEs to establish a ten-billion-yuan fund. Supported by domestic and foreign financial resources, it has innovated the development path of "government + enterprise + finance" and deeply covered the gas market in towns and villages in Henan Province. Currently, the "gas penetration in rural areas" program has basically completed the development of customer resources in the first phase and officially moved on to the second phase of resource value exploration. In the second phase, guided by the new strategy, Tian Lun Gas will cooperate with Zhongyuan Yuzi Investment Holding Group and many strong central SOEs such as State Power Investment Corporation Limited and China Energy Conservation and Environmental Protection Group to support the goals of "carbon peaking" and "carbon neutrality" and further expand and innovate the low-carbon energy business while developing its main urban gas business with high quality.
·Continue to Focus on Energy Transition and Promote Clean Energy Development
At this year's Two Sessions in Henan, Zhang Daoyuan primarily put forward suggestions on the implementation of the "dual carbon" national strategy, accelerating the construction of a clean energy system, and implementing rural revitalization. He stated that in recent years, the proposal of the "dual carbon" goals has raised green development in China to new heights and is one of the main focuses for China's economic and social development over the next few decades. In the context of global energy layout and economic restructuring, how to expand the leading position in new energy, new business formats and new models is of far-reaching significance for the all-round implementation of the strategy of building China into an energy power. "As a member of CPPCC, I am acutely aware of the significant responsibility to participate in the relevant development and make suggestions."
It is reported that Zhang Daoyuan has been paying close attention to the energy transition, promoting the development of clean energy, and striving to implement the "gas penetration in rural areas" program, so as to provide access to clean energy and improve the living environment in rural areas.
For example, in 2019, he proposed to steadily promote the coal-to-gas program in rural areas. In the proposal, he emphasized the need to set up "coal-to-gas working groups" in township governments, assign dedicated personnel to promote coal-to-gas programs, and strengthen guidance and supervision.
In 2020, he suggested that Henan Province should issue a document to accelerate the development of coal-to-gas programs in Henan's towns and villages, vigorously promote the innovative development model of "free gas transmission before gas meter installation and people-benefit programs", break the restrictions of franchise rights, create conditions for market entities with strength, investment willingness, and inclusive operation experience to participate in the development of coal-to-gas programs and gas penetration in rural areas, and promote the rapid development of coal-to-gas programs in Henan.
In 2021, he brought forward suggestions related to "gas penetration in rural areas". He believes that the construction of "gas penetration in rural areas" across Henan Province should be promoted at five levels: overall provincial planning, clarifying responsible departments, improving organizational structures and implementation systems, strengthening financial support and gas supply, and innovating the natural gas franchise rights.
Zhang Daoyuan stated that in the future, Tian Lun Gas will continue to add new momentum to China's achievement of the "dual carbon" goals and rural revitalization.
